No person, corporation, utility or other entity shall place or construct within the designated area any poles (including any utility pole as defined by I.C. 8-1-32.3-12 or as amended or renumbered), overhead lines, and associate overhead structures (including any wireless support structure as defined by I.C. 8-1-32.3-14 or as amended or renumbered), used or useful in supplying electric, communication or similar associated services. This restriction does not prohibit:
(A) The collocation of a small cell facility (as defined by I.C. 8-1-32.3-9 or as amended or renumbered) on existing utility poles and wireless support structures within the designated area; or
(B) The replacement of existing utility poles and wireless support structures within the designated area.
