Upon the expiration of the abatement period established by the Council and no abatement having been effected, the Council may:
(A) Cause or contract to have the nuisance abated in the manner previously determined;
(B) Institute judicial proceedings to obtain an order requiring the occupant and owner to abate said nuisance; or
(C) Set another hearing upon the matter.
