In the event the Town Zoning Inspector or Administrator, Building Inspector, County or State Health Inspector, Fire Chief or Marshal, Town Marshal or President of the Council shall determine that a structure or excavation constitutes a public nuisance within the terms of this subchapter, then said official may present to the Town Council a written statement containing the following information:
(A) Identification of the structure in question;
(B) Name or names of the owners as stated upon the tax rolls of the county with the address set forth therein;
(C) Name or names of the occupants to the extent they can be reasonably determined;
(D) A property description of the parcel upon which the structure or excavation is located; and
(E) A statement of the reasons why said structure or excavation is deemed a public nuisance.
