All work on the construction, alteration and repair of buildings and other structures is to be performed in a manner complying with the minimum mandatory requirements to the extent the town is mandated with the enforcement thereof, the Building Commissioner may, in addition, refuse to approve construction deemed by him or her to be not performed in a good and workmanlike manner according to accepted standards and practices in the trade as established in the community.
