The provisions of this code apply to the construction, alterations, repair, use, occupancy, maintenance and additions to all buildings and structures, other than fences and industrialized building systems or mobile structures certified under I.C. 22-15-4, in the town, and such portions of the jurisdictional zoning area outside of said town as the applicable County Commissioners shall delegate to him or her; provided, however, the county shall retain full responsibility for the monitoring thereof. The Building Commissioner shall cease to exercise jurisdiction in the jurisdictional area if directed to do so by either the Council or the County Commissioners.
