It shall be the legal obligation, responsibility and duty, of the owner of any property, upon which, or bordering that property, sidewalks for public use are located; to maintain said sidewalks at all times in such manner as to ensure the health, safety and will being of any person, persons, or public using such sidewalks. This includes, but is not limited to, removal of rubbish and hazardous elements.
