Prior to the Council taking action thereon, it shall receive the report and comments of the aforesaid Plan Commission and Economic Development Commission, and, prior to approving any petition for such a declaration, the Council must receive a resolution recommending such an approval from said Plan Commission and Economic Development Commission.
