(A) The Town Council is authorized to budget and appropriate funds to provide membership for the town, its elected and appointed officials, and its boards, departments or agencies, in local, regional, state, national associations of a civic, education or governmental nature which have as their purpose the betterment and improvement of municipal operations.
(B) The Town Council is authorized to budget and appropriate funds to pay the expenses of duly authorized representatives to attend the meetings and functions of organizations to which the town belongs.
