SCHEDULE I.  TRUCK TRAFFIC.
   (A)   Truck defined. For the purpose of this schedule, a TRUCK is any motor vehicle designed, used or maintained primarily for the transportation of property, and which has three or more axles, or licensed to carry a combined body and weight exceeding 26,000 pounds.
   (B)   Designation of truck routes. The following streets are designated as truck routes upon which trucks can travel without restrictions and shall be clearly posted with signs at reasonable intervals, consisting of the words “truck route.”

   (C)   Use of town streets by trucks. Except as provided in divisions (C)(1) and (C)(3) below, it shall be unlawful for the operator of any truck to travel upon any street which is not a truck route within the town.
      (1)   The operation of a truck is permitted on local streets for pick-up, delivery or service only if the truck has a point of origin or a destination within the town which is not on a truck route. The operator of the truck with a point of origin within the town may travel by local streets using the physically shortest distance between the point of origin and a truck route. The operator of the truck with a point of destination within the town may travel by local streets using the physically shortest distance between truck route and the point of destination.
      (2)   The operator of any truck subject to this schedule and that travels on a local street shall produce evidence if stopped by a law enforcement officer while driving on a town street which is not a truck route that it has a proper place of origin or destination within the town. In the event the operator of the truck cannot produce such document, then a citation for violating this division (C) shall be issued.
      (3)   Notwithstanding any other provision of this schedule, the operator of a truck may operate said truck upon any detour officially established as a substitute for those streets identified as truck routes herein; or, by direction of any law enforcement officer; or pursuant to any special temporary emergency use permit issued by the Controller’s office.
   (D)   Exceptions. The provisions of this schedule do not apply to trucks:
      (1)   Owned or operated by the town;
      (2)   Engaged in picking up solid waste with the town; or
      (3)   Used as an ambulance, fire truck, school bus or in a law enforcement capacity by any governmental agency or governmental unit.
   (E)   Authority to weigh commercial vehicles. The Town Marshal shall have the authority to require any person driving or in control of any commercial vehicle, whether or not proceeding over a truck route, to proceed to any public or private scale available for the purpose of weighing said vehicle and determining compliance with this division (E).
   (F)   Penalty. For weight violations, a fine of $0.01 per pound for each overweight pound may be imposed in lieu of the fine herein provided.
