§ 71.02  OPERATION.
   (A)   A person may operate, drive or park (“operate”) a golf cart on the streets, alleys and properties under the jurisdiction of the town subject to the rules and restrictions set forth herein.
   (B)   Operators of golf carts must have a valid driver’s license and shall obey all state, federal and local laws, regulations and ordinances governing passenger motor vehicles, including, but not limited to, laws, regulations and ordinances pertaining to licensing of operators, and traffic regulation.
   (C)   Golf carts operated during darkness from dusk to dawn, or during inclement weather, when headlamps are necessary for motor vehicles, must be equipped with and use headlights and taillights visible from a distance of not less than 500 feet. A red flashing light may also be used facing to the rear of the golf cart.
   (D)   Golf carts shall be driven as close to the right edge of the street or alley as possible.
   (E)   No person shall operate a golf cart on a sidewalk.
   (F)   No person shall operate a golf cart on the walking track at the town park.
   (G)   No person shall operate or permit the operation of a golf cart without proof of financial responsibility.
   (H)   No person shall operate a golf cart unless any and all passengers of said golf cart are seated in a seat attached to the golf cart as manufactured. In no event shall a person operate a golf cart with more than four total passengers.
   (I)   No person shall operate a golf cart unless said golf cart is equipped with and displays a triangular slow moving vehicle emblem that is entirely visible from the rear of the golf cart at all times.
   (J)   No person shall operate a golf cart unless said golf cart is equipped with and displays an orange triangular flag flying from the driver’s side above the upper most portion of the golf cart.
   (K)   No person shall operate a golf cart unless said golf cart is equipped with a rear view mirror permanently mounted to the golf cart.
   (L)   No person shall operate a golf cart so that it impedes or blocks the normal flow of traffic.
