Members of the Police Department are hereby authorized, when reasonably necessary to prevent obstruction of traffic, to remove from the streets and alleys and impound any vehicle whose operator is arrested, or any motor vehicle which is illegally parked or otherwise parked or stalled so as to constitute an obstruction or hazard to normal traffic. Such an impounded motor vehicle shall be stored until the owner claims it, given satisfactory evidence of ownership and pays all applicable fines, costs, towing and storage charges.
