§ 52.13  THAWING FROZEN PIPES/SERVICES.
   (A)   The thawing of frozen service pipes is the customer’s responsibility, except for service lines from the water main leading to the curb stop or valve.
   (B)   The thawing of customer service pipes may or may not be performed by the utility personnel, depending on the circumstances and the amount of schedules work to be performed by the utility normally.
      (1)   If the utility performs thawing activities, the utility shall first require a signed agreement from the customer covering the thawing service prior to the work commencing.
      (2)   Repairs of ruptured lines will be arranged by the customer with a private plumber and shall be at the expense of the customer.
   (C)   (1)   Upon request by the customer, the utility will make a basic inspection/investigation of the customer service and advise of the needed repairs as determined. No excavation of the location will be performed by the utility on the premises.
      (2)   A service charge may be levied for such investigation service, to the customer or owner of the location. The amount of said charge is to be established from time to time by resolution of the utility.
