The Town Clerk-Treasurer shall henceforth be responsible for the collection of any and all public utilities accounts that are 60 days or more delinquent and that said Clerk-Treasurer is authorized and empowered by the Town Council to employee any legal collection method or combination of collection methods that said Clerk-Treasurer deems necessary to successfully collect all such delinquent accounts in a timely manner.
