The provisions of this subchapter are declared to be of a regulatory nature; and it shall at all times be the duty of the Police Department, the Health Department, the Fire Department, and the Building Department to regularly inspect the site of those contractors' activities to see that the same are being conducted and operated in accordance with the requirements of all laws and ordinances applicable thereto.
