§ 131.09 SCHOOL DAY CURFEW.
   (A)   For purposes of this section, the following terms are defined as follows:
   CHILD. An individual between the ages of seven and 16.
   PUBLIC PLACE. Any place to which the public or a substantial group of the public has access and includes, but is not limited to, streets, common areas of schools, shopping centers, parking lots, parks, playgrounds, transportation facilities, theaters, restaurants, shops, bowling alleys, taverns, cafes, arcades, and similar areas that are open to the use of the public. As a type of public place, a street is a way or place, of whatever nature, open to the use of the public as a matter of right for purposes of vehicular travel or in the case of a sidewalk thereof for pedestrian travel. STREET includes that legal right of way, including but not limited to the cartway of traffic lanes, the curb, the sidewalks whether paved or unpaved, and any grass plots or other grounds found within the legal right of way of a street.
   SCHOOL DAY. A weekday when either School District 135, 140 or 230, or any parochial and/or private school which is attended by any minor child residing in the Village of Orland Hills, has regularly scheduled classes.
   VALID CAUSE FOR ABSENCE. Illness, observance of a religious holiday, death in the immediate family, family emergency, and such other situations beyond the control of the student as determined by the Boards of Education in School Districts 135, 140 or 230, or the governing boards of any private or parochial school which is attended by any minor child residing in the Village of Orland Hills, or such other circumstances which cause reasonable concern to the parent or legal guardian for the safety or health of the student.
   (B)   Other than provided for in the Illinois School Code, ILCS Ch. 105, Act 5 § 1-1 et seq., it shall be unlawful for any child to be present at, in or upon any public place on a school day during hours when classes are in session.
   (C)   The following shall constitute valid exceptions to the operation of this section:
      (1)   When a child is accompanied by a parent or legal guardian and has a valid cause for absence from school; and
      (2)   When a child is accompanied by an adult authorized by a parent or legal guardian of such child to take said parent's or legal guardian's place in accompanying said child and has a valid cause for absence from school.
