(A) The Village Administrator shall be selected by and serve at the pleasure of the Village President and Village Board and under such terms and conditions as the Village Board shall determine and are permitted under law.
(B) The Village Administrator shall be chosen on the basis of executive, administrative, and professional qualifications with special emphasis on actual experience and knowledge of municipal administration and of the duties and responsibilities as set forth herein.
(C) During the absence or disability for any reason of the Village Administrator, the Village President and Village Board may designate some properly qualified person to perform the duties of the position of Village Administrator.
