The President, by and with the advice and consent of the Board of Trustees, shall appoint all officers of the village whose appointments are not otherwise provided for by statute. Whenever a vacancy shall occur in any office which by statute or ordinance the President is authorized to fill, he shall, at the regular meeting of the Board of Trustees next occurring, communicate to the Board of Trustees the name of his appointee to such office, and pending the consent by the Board of Trustees as to such appointment, he may designate some suitable person to discharge the duties of said office.
