All books, papers, vouchers, warrants, entries, accounts, and memoranda of every officer and employee of the village may be examined at any time by the President, and the President and Board of Trustees may by resolution, call upon any officer to make a report in writing of any subject matter which the Board may designate in such resolution and within such time as said resolution may prescribe.
