No registration card or badge shall be granted until the application is signed and receives the written approval of the Chief of Police or other officer of the Police Department whose duty it is to examine the applicant, and the applicant is fingerprinted and a deposit of $20.00 is paid to the Village Clerk, which deposit shall be refunded upon the return of the registration card or badge of $15.00.
