The President of the Board of Trustees of the village shall be the Local Liquor Control Commissioner and shall be charged with the administration within the village of the appropriate provisions of the Liquor Control Act of the state and of this chapter. Beginning May 1, 1989, the Liquor Commissioner, pursuant to the Illinois Dram Shop Act, shall receive $100 per month beginning the month when the first liquor license is issued and continuing to the end of the Liquor Commissioner's term of office. The salary, once it commences, shall remain in effect, regardless of how many, if any, liquor licenses are issued or remain in effect. The Local Liquor Control Commissioner shall have the following powers, functions, and duties with respect to licenses, other than licenses to manufacturers, import distributors, dis tributors, nonbeverage users, railroads, airplanes, and boats:
(A) To grant or suspend for not more than 30 days, or revoke for cause all local licenses issued to persons for the premises within his jurisdiction; however, the Local Liquor Control Commissioner may impose a fine of not more than $500 per day in lieu of a suspension;
(B) To enter or to authorize any law enforcement officer or peace officer to enter at any time upon any premises licensed hereunder, to determine whether any of the provisions of this chapter or any rules or regulations adopted by him, the village, or by any other agency having the authority to do so have been or are being violated, and at the time of such entry to examine such premises in connection therewith;
(C) To receive complaints from any citizen that any of the provisions of this chapter, or any rules or regulations adopted pursuant thereto, or any other applicable rules or regulations, have been or are being violated and to act upon such complaints in the manner hereinafter provided;
(D) To deny any application for the issuance or renewal of a license to an applicant he has determined to be ineligible therefor;
(E) To examine, or cause to be examined under oath any application for a local license or for a renewal thereof, or any licensee upon whom notice of revocation, suspension, or nonrenewal has been served in the manner hereinafter provided; and to examine, or cause to be examined, any applicant or licensee and the books and records of any such applicant or licensee; to hear testimony and take proof for his information in the performance of his duties, and for such purpose to issue subpoenas which shall be effective in any part of this state. For the purpose of obtaining any of the information desired by the Local Liquor Control Commissioner under this section, he may authorize the Chief of Police to act on his behalf;
(F) To receive local license fees and pay the same forthwith to the Village Clerk or Treasurer as the case may be; or
(G) In the case of application for renewal of a liquor license other than a Class F license, the Local Liquor Control Commissioner has the authority to grant without additional fee a temporary liquor license, which shall be valid for no more than 30 days. The temporary liquor license shall be clearly marked "temporary" and contain the date of issuance and date of expiration. The temporary liquor license may be renewed at the discretion of the Local Liquor Control Commissioner, providing that written notification to the Board of Trustees is required in the event that more than three consecutive temporary liquor licenses are issued to a single applicant for a single location.
