(A) All applications for license under this chapter shall be presented to the Local Liquor Control Commissioner. It shall be the duty of the Local Liquor Control Commissioner to investigate and consider the application. For this purpose the Local Liquor Control Commissioner may enlist the aid of the Chief of Police to complete the investigation. The investigation shall include a background search and credit check. Prior to the issuance or renewal of any liquor license (except a Class F and H license) the Local Liquor Control Commissioner shall cause notice of such application to be published in a newspaper of general local circulation at least ten days prior to issuance or renewal. The notice shall contain the name and address of the applicant, the location of the premises to be licensed, and shall contain an invitation and solicitation of public commentary, which shall be duly considered and retained on file by the Local Liquor Control Commissioner. In addition, prior to the issuance or renewal of any liquor license, the Local Liquor Control Commissioner will notify the Board of Trustees, in writing, at least ten days prior to issuance or renewal. Upon completion of these prerequisites the Local Liquor Control Commissioner shall approve or disapprove of the issuance of a license based on said application, provided, in the case of approval, that there exists an available license.
(B) Every person who is fingerprinted in connection with any liquor license shall pay a processing fee of $200.
