§ 111.23 PAYMENT OF FEES; PRORATION.
   (A)   All license fees shall be paid to the Local Liquor Control Commissioner.
   (B)   In the event a license is not issued, any fees other than license application fees which have been paid, shall be refunded to an applicant.
   (C)   All license fees collected by the Local Liquor Control Commissioner shall be forthwith paid to the Village Treasurer or the Village Clerk, and the Local Liquor Control Commissioner shall keep a record of all licenses issued.
   (D)   No license fee shall be reduced, prorated, or diminished in any manner unless approved by a majority vote of the Board of Trustees.
   (E)   Any person renewing a Class A, AA, B, D, EE, or H license may elect to pay the annual license fee in two installments. One-half (50%) of the license fee shall be paid at the time the license renewal application is submitted and the balance shall be paid on or before March 31 following submission of the license renewal application.
