Any emission of smoke, particulate matter, or other matter from any single such source in excess of the limitations established in or pursuant to § 97.01, shall be deemed and is hereby declared to be a nuisance, and may be summarily abated by the Health Officer of the village. Such abatement may be in addition to the administrative proceedings, fines, and penalties provided in this chapter.
