No person shall expose or offer for sale any article or thing, nor shall any person station or place any stand, cart, or vehicle for the transportation, sale, or display of any such article or thing in any park, except a regularly licensed concessionaire or other person acting under an official permit of the Board of Trustees; nor shall any person within any park or on its borders announce, advertise, or call public attention in any way to any article, or service for sale or hire.
