If the person so served does not exterminate the rats and eliminate the means of ingress within five days, the village may proceed to exterminate, or cause to have exterminated, such rats, and eliminate, or cause to have eliminated, such means of ingress, keeping an account of the expense of such extermination and elimination, and such expense shall be charged and paid by such owner or occupant.
