It is hereby declared a nuisance and it shall be unlawful for any person to own, harbor, or keep more than five dogs, cats, or any combination thereof. Notwithstanding the foregoing, dogs or cats less than two months old shall not be included in the number so harbored. For purpose of this section, each resident of a home of living unit shall be deemed to own, keep, or harbor all dogs or cats living in or about the premises.
