§ 91.01 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   OWNER. Any person that shall harbor or suffer or permit any dog or cat to be and remain at or about his farm, home, store, or other premises in the village shall be held to be the owner of the same, and subject to the penalties contained in this chapter.
