In case of loss or destruction, total or partial, of any license emblem issued by the Village Clerk and covering any vehicle, the owner of such vehicle within three working days after learning thereof, shall give the Village Clerk written notification of such loss or destruction. Upon filing with the Village Clerk satisfactory proof of loss and payment of a fee of $1, the Village Clerk shall issue to said owner a new license emblem. If the fee is not paid within ten days of the loss or destruction of the license, the normal fee schedule in § 71.04 will apply.
