In apartments of four units or more, the owner shall have his own private scavenger. Receptacles for apartments of four flats or more:
(A) Where space permits, one or more Leach containers or equivalent of adequate capacity shall be provided by the apartment owner. Size of such container to be recommended by the private scavenger to suit his pick up equipment.
(B) When space does not permit a Leach container or equivalent, the apartment owner shall provided adequate metal or durable plastic receptacles not to exceed 55 gallons and shall have close fitting, water-tight covers.
(C) No containers used for the storage, collection , and removal of garbage or other refuse shall be placed so as to constitute a nuisance or health hazard to adjacent property or the occupants thereof, but shall be placed near the buildings for which they serve in multi- unit apartments.
