(A) All vehicles used for waste disposal or scavenging must be kept in a sanitary condition. The wagon box must be waterproof, and each vehicle must be equipped with tight covers.
(B) All persons doing business as scavengers or catch basin cleaners in the village must fully comply with all ordinances relating to traffic or to the movement of vehicles on the streets. Care must be taken when removing any garbage or offal that no waste material is permitted to fall or remain on any premises.

It shall be unlawful for any scavenger to dispose of or store any refuse in any place within the village limits or within one mile therefrom, excepting with the permission of the Village Board of Trustees.

COLLECTION REGULATIONS, PROCEDURES
(A) The owner or occupant of any household unit in the village, upon which shall accumulate any garbage, ashes, or household rubbish, shall provide or cause to provide and maintain clean and in good repair, separate receptacles for the following materials, construction, and capacity:
(1) Garbage receptacles shall be of galvanized metal, or durable plastic with a capacity of not less than ten gallons, or more than 35 gallons, and shall have close fitting, water-tight covers.
(2) Ash receptacles shall be of metal only, with a capacity of not less than ten gallons or more than 35 gallons, and shall have close fitting, water-tight covers.
(3) Rubbish and miscellaneous light rubbish receptacles shall be of metal, plastic container, or plastic bags with a capacity of not less than ten gallons or more than 35 gallons. Metal and plastic containers are to have close fitting, water-tight covers. Plastic bags shall have open end closed with string or tape or fasteners to avoid spillage and shall be strong enough material to hold contents therein.
(4) No receptacle will be required to hold such items as household appliances and furniture.
(5) As to refuse. Division (A)(3) and (4) shall be applicable.
(B) It shall be the duty of every occupant, whether owner or renter, to cause all garbage and nothing but garbage to be deposited in the receptacle provided for garbage; ashes and nothing but ashes to be deposited in the receptacle provided for ashes; and nothing but household rubbish to be deposited in the receptacle provided for household rubbish.

All receptacles for garbage, ashes, and household rubbish shall be stored outside the residence or other building in an accessible place and at ground level on the owner's private property.

(A) Garbage and trash receptacles shall be placed at the edge of the alley or on the parkway between the hours of 6:00 p.m. on the day preceding collection until 7:00 p.m. on the day of collection. Placement of same shall not impede normal car traffic on public thoroughfares.
(B) No container used for the storage, collection, and removal of garbage or other refuse shall be placed so as to constitute a nuisance or health hazard to adjacent property or the occupants thereof.

Every person occupying, operating, or controlling any building or portion thereof, where persons do not reside, board, or lodge, shall provide a separate container for garbage which shall be plainly marked in a conspicuous place "Not for Domestic Use." Such person shall have the contents of the container removed from the premises at his own expense at such time and in such manner as the Health Officer may direct. In the building described herein, garbage containers of the kind in domestic use are prohibited.

Every person owning or controlling any hotel, restaurant, cafe, or other premises where more than 20 guests or boarders are fed daily, shall cause all garbage to be placed in a proper metallic container which shall be practically airtight and water-tight and shall cause all substances deposited in such containers to be removed from his premises as frequently as the Health Officer shall direct. The removal and disposition of such substances shall be done by such person at his own expense.

In apartments of four units or more, the owner shall have his own private scavenger. Receptacles for apartments of four flats or more:
(A) Where space permits, one or more Leach containers or equivalent of adequate capacity shall be provided by the apartment owner. Size of such container to be recommended by the private scavenger to suit his pick up equipment.
(B) When space does not permit a Leach container or equivalent, the apartment owner shall provided adequate metal or durable plastic receptacles not to exceed 55 gallons and shall have close fitting, water-tight covers.
(C) No containers used for the storage, collection , and removal of garbage or other refuse shall be placed so as to constitute a nuisance or health hazard to adjacent property or the occupants thereof, but shall be placed near the buildings for which they serve in multi- unit apartments.

(A) The fees for collection and disposal of refuse shall be prescribed by the Village President and Board of Trustees from time to time. Said fees shall be assessed in a manner designed to reasonably divide the total cost of collection proportionately among all household units subject to this chapter; however, in no event shall the President and Board of Trustees be required to reassess the fees more than once in any year.
(B) All fees chargeable under this section not paid within 30 working days from the date of the invoice shall be considered delinquent.
(C) All delinquent accounts are subject to stoppage of service without notice. Service shall be resumed thereafter only upon payment of the accumulated fees plus $10.
(D) The corporate authorities may direct the issuance of a citation for any delinquent account punishable under the terms prescribed in § 50.99.
