(A) Garbage and trash receptacles shall be placed at the edge of the alley or on the parkway between the hours of 6:00 p.m. on the day preceding collection until 7:00 p.m. on the day of collection. Placement of same shall not impede normal car traffic on public thoroughfares.
(B) No container used for the storage, collection, and removal of garbage or other refuse shall be placed so as to constitute a nuisance or health hazard to adjacent property or the occupants thereof.
