(A) The Village will contract with a private scavenger for the collection of garbage, ashes, and rubbish, for all owners of residential household units not exceeding three dwelling units per single building. (Condominiums are considered private dwellings and are included in this division.)
(B) Stores, service stations, industrial buildings, offices, churches, schools, and apartments (having more than three family units), under the terms of this chapter, shall not be regarded as household units and shall not be covered by any contract entered into by the village for the collection of garbage, ashes, and rubbish.
