The Board of Trustees of the village may make an appropriation for Village ESDA emergency services and disaster operations and purposes in the manner provided by law, and may levy in addition for ESDA emergency services and disaster operations and purposes only, a tax not to exceed 0.05% of the full, fair cash value, as equalized or assessed by the Department of Local Government Affairs, on all of the taxable property in the village, as provided by "The Illinois Emergency Services and Disaster Agency Act of 1975," as amended; provided, however, that the amount collectable under such levy shall in no event exceed $0.25 per capita.
