The Village Administrator is the village's personnel officer, and shall be charged with the overall responsibility for administration of these rules. Employee questions regarding these rules should be directed to his/her immediate supervisor. The Village Administrator may delegate some of the responsibilities, under these rules, to other individual(s).

The rules and regulations of the Board of Fire and Police Commissioners and the statutes of the state of Illinois, where applicable (including ILCS Ch. 65, Act 5, § 10-2.1-1 et seq.) and shall also apply to sworn officers in addition to these personnel rules. If these personnel rules conflict with state statute or the rules of the Board of Fire and Police Commissioners, the state statutes or the rules of the Board of Fire and Police Commissioners shall prevail.

These personnel rules shall not limit the power of department heads to make departmental rules which do not conflict with these personnel rules. Departmental rules shall be approved by the department head, Village Administrator and Village Board. Copies of said rules shall be distributed to all employees to whom the rules are applicable. When the departmental rules conflict with these personnel rules, the personnel rules shall take precedence. Valid departmental rules shall be enforceable in the same manner as these personnel rules.

(A) While operating or riding in the front seat of a municipal or private vehicle on official business of the village, all employees shall use a safety belt restraining system in the manner prescribed by the manufacturer, in compliance with ILCS Ch. 625, Act 5, § 12-603.1.
(B) This policy shall not apply to the following:
(1) Persons unable to use the safety belt system for medical or physical reasons, as evidenced by a physician's statement;
(2) Persons occupying a seating position or a vehicle not equipped with a safety belt assembly;
(3) Persons operating a motor vehicle in reverse; or
(4) Persons operating motor vehicle with a model year prior to 1965.
