If an appeal is taken by the person requesting the records to the President, the President may rule on such appeal individually or, if time permits, may submit the matter to the village hall for determination. Notice of the ruling on such appeal shall be given to the requestor, in the form substantially as set forth in the Form No. 1984-1-E, which shall be incorporated herein by reference.
