Any dangerous dog as defined in § 91.80 found to be running at large by any member of the Police Department shall be presumed to be in violation of this section and shall be subject to impoundment and transported to a humane facility for the keeping of dogs. The owner of a dangerous dog may redeem the dog from the shelter if permitted by state law, but the dog shall not be kept in the village until any and all fines with respect to violation of this section are paid and a new license is approved and issued.
