§ 159.181 PRELIMINARY EXPENSE AND REVIEW AGREEMENT.
   (A)   All parties, interested in annexing a parcel of land or requesting a zoning classification or variance which the village feels may result in expenses for its professional staff, must enter into a preliminary review agreement.
   (B)   The village will not act on any petition until such an agreement has been entered into by the village and the petitioner.
   (C)   Any action taken by the petitioner without signing the preliminary expense agreement is taken at his own risk and the village will not be liable for his costs.
