§ 156.71 PARK AND RECREATION LAND DEDICATION.
   (A)   Applicant may be required to dedicate for park and recreation purposes an amount of land determined on the basis of 10 acres per 1,000 persons. This calculation shall be based on the current Illinois School Consulting Service's "Table of Estimated Population per Dwelling Unit" in effect at the time the preliminary plan is submitted.
   (B)   (1)   Location. The location of the site to be dedicated shall be determined by the Village Board of Trustees upon recommendation of the Planning, Zoning and Development Commission, taking into account the suitability of the site for park purposes or development, its relationship to population concentrations, and its proximity to other park or recreational lands.
      (2)   On-site storage. No storage of any materials, including spoil materials or top soil will be allowed on a park site designated for recreational use or land designated as future or proposed school sites.
   (C)   Credit for private open spaces and recreation areas. Private open space or recreation areas may be utilized in lieu of the dedication required by this section; provided that detailed improvement plans shall be approved by the Planning, Zoning and Development Commission and Village Board and that satisfactory guarantees of the permanency of the use and its maintenance, enforceable by the village, shall be entered into by the applicant.
