§ 156.20 PROCEDURE FOR FILING.
   (A)   General procedure.
      (1)   Any owner of land which is within the corporate limits of the village or within 1-½ miles of such corporate limits on unincorporated land, wishing to divide the same into building lots for the purposes of sale or assessment, or both, or wishing to dedicate streets, alleys, or other lands for public use, shall first apply for and secure approval from the village using the procedures required in this section.
      (2)   The application shall specify the intent of the subdivider with respect to land use, drainage, sewage disposal, water supply, and street improvement proposed by the subdivider; those deed restrictions which exist or are to be placed on the property subdivision; and the excepted date of its development.
      (3)   The applicant shall execute a preliminary cost agreement in accordance with village ordinance.
      (4)   The Zoning Administrator shall refer the applicant to the Planning, Zoning and Development Commission for an informal review of his proposed development. If the basic land use concept is found acceptable by motion of the Planning, Zoning and Development Commission the Administrative Officer shall instruct the Village Engineer or the Village Planner to collaborate with the subdivider and the Planning, Zoning and Development Commission in assembling plans for the design and construction of streets and such other public improvements as are required by this chapter or any other ordinances.
   (B)   Filing.
      (1)   The applicant shall submit to the Planning, Zoning and Development Commission four copies of the proposed plans for the subdivision. The Planning, Zoning and Development Commission shall, by motion, determine whether to waive the requirement for a sketch plan prior to the review of the preliminary plan. There shall be no refund of any portion of the costs accumulated to review the sketch plan if the subdivider fails to apply for tentative approval of the preliminary plan. If, because of the failure of the subdivider to submit a preliminary plan within six months after receiving tentative approval of the sketch plan, it is necessary to resubmit a sketch plan for tentative approval, the subdivider shall be required to pay the fee, if any, currently in effect at the time of resubmission.
      (2)   The Village Planner and the Village Engineer shall be available for discussions prior to submission of the sketch plan, upon compliance with division (A) (3) of this section.
   (C)   The sketch plan shall contain the following:
      (1)   Identification and description.
         (a)   Proposed name of the subdivision.
         (b)   Location map.
         (c)   Names and addresses of developer and designer who made the plan.
         (d)   Scale of plan, one inch to 50 feet or larger.
         (e)   Date.
         (f)   Northpoint.
      (2)   Delineation of existing conditions.
         (a)   Boundary line of proposed subdivision indicated by solid heavy lines, with angles and linear dimensions, and the total approximate acreage encompassed thereby.
         (b)   Location, widths, and names of all existing or prior platted streets or other public ways, railroad and utility rights-of-way, parks and other public open spaces, permanent buildings and structures, houses or permanent easements, and section and corporation lines, within the tract or within 100 feet adjacent to the tract.
         (c)   Existing sewers, water mains, culverts, or other underground facilities within the tract or adjacent to the tract.
         (d)   Contours at five-foot intervals except where topography of the tract demands one-foot contour intervals.
         (e)   Soil information as required by the Planning, Zoning and Development Commission.
         (f)   Flood plain areas as determined by the U.S. Geological Survey.
      (3)   Proposed improvements.
         (a)   Layout of streets, widths of right-of- way.
         (b)   Layout and numbers of lots and blocks.
         (c)   Parcels of land intended to be dedicated or temporarily reserved for public use or set aside for use of property owners in the subdivisions.
         (d)   Illustrate drainage and provisions for storm water storage.
   (D)   The following qualifications shall govern approval of the sketch plan. The Planning, Zoning and Development Commission shall within 60 days after a sketch plan is filed with it, receive recommendations from the village planner, and determine the acceptability of the plan submitted. The Planning, Zoning and Development Commission shall by motion, give tentative approval, conditional approval, or deny approval of the sketch plan, and upon their findings instruct the subdivider to proceed with the filing of a preliminary plan.
