(a) No person shall in or upon any public street, highway or public ground within the City:
(1) Play or engage in, encourage or direct, any sport, game or activity at such time or in such manner as to cause or tend with reasonable likelihood to produce injury to or disturbance of persons in the vicinity thereof;
(2) Congregate with others in such numbers at such places or in such manner as to impede or constitute a hazard to the use of the streets in the vicinity by vehicles or pedestrians or to disturb the peace and good order of the neighborhood.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
