311.04 STORAGE ON OR OBSTRUCTION OF STREETS OR PUBLIC GROUNDS.
   (a)    Except as and to the extent authorized by this Traffic Code or other legislation of the City, no person shall park, leave, store or cause or permit to be parked, left or stored any vehicle, or any part thereof, or any junk or material of any kind within the right of way of any public street, alley, highway or public ground within the City and no person shall obstruct or encumber by fences, buildings, structures or otherwise any public ground or any portion of the right of way of any street, alley or highway of the City.
   (b)    Any premises used for storage of vehicles, parts thereof, junk or material of any kind which abuts a public street, alley, highway or public ground shall be so fenced or contained as to prevent the deposit or slippage of the property or materials thereon on the public right of way or ground.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
