307.13 OWNER MAY CLAIM OR MOVE VEHICLE.
   The owner of any vehicle which has been towed in response to a police call shall have the right to have such motor vehicle removed to any place of his selection, upon the payment to the licensee hereunder of the legal towing fee and the accumulated storage charges, if any. Any licensee who, upon demand and tender of the fee to which he is entitled under the provisions of this chapter, refuses to surrender such vehicle to the owner, shall be guilty of a violation of the provisions of this chapter. The owner, his agent or any person designated by him shall have the right to inspect any vehicle during reasonable business hours as defined which has been towed, and is ordered, under the provisions of this chapter upon obtaining a release from the Division of Police.
   No auto shall be junked or purchased by the licensee that was a police-ordered tow, unless released by the Division of Police.
