No Class A licensee hereunder shall make any repairs whatsoever upon any vehicle which he has towed in response to a police call, without the written authorization in duplicate of the owner thereof. Should such vehicle be ordered held for the Division of Police, no repairs shall be made until the approval of the Division of Police, in addition, the written authorization signed by the owner, has been obtained.
