(a) Any qualified person desiring the privilege to perform po1ice-ordered tows shall first obtain a Class A tow license in accordance with the provisions of this chapter.
(b) The Class A towing license shall expire on March 31, and shall be renewed upon reapplication submitted to the Mayor or Chief of Police not less than thirty days prior to such date. All renewal of licenses shall be for a one-year duration and shall be renewed in accordance with the provisions herein.
(c) Any change of ownership of any license shall terminate the license.
