175.29 COMPENSATORY TIME AND CALL BACK PAY.
    (a)   Regular full-time employees may elect to take compensatory time off in lieu of overtime pay at a rate of one and one-half hours of compensatory time for each hour of overtime worked subject to the provisions of this section.
   (b)   Employees may not elect to take compensatory time off in lieu of overtime pay if they have accrued 240 hours of compensatory time.
   (c)   Effective January 1, 1985, when an employee is called to work either prior to or after the end of his regularly scheduled work time, he shall be compensated for time actually worked to the next quarter hour. No minimum time other than set forth here may be utilized and no "call back pay" may be paid.
