(a) Employees of the Departments of Public Safety and Public Service who are required to work in excavations six feet or more deep, shall receive an additional forty cents per hour during the time that they work in the aforementioned excavation.
(b) It shall be the obligation of the employee's immediate superior, or someone designated by a department head, to keep records of the time worked under the aforementioned conditions and then certify the number of hours actually worked which would call for extra compensation, to the Finance Director as part of the payroll records. Such extra compensation shall be paid in the same manner as regular wages are paid.
