The City shall provide to each regular, full-time non-bargaining employee who has been employed for ninety days, hospitalization and medical insurance equivalent to that in effect on July 1, 1984, provided however, that, in the event the premium exceeds four hundred and twenty-five dollars ($425.00) per month for family coverage and two hundred dollars ($200.00) per month for single coverage, then one-half of the excess shall be paid by the employee and deducted from his regular pay.
