169.04 ADMINISTRATIVE INTERPRETATION AND RELATIONSHIP TO COLLECTIVE BARGAINING AGREEMENTS.
   (a)    The Mayor may adopt such administrative policies as may from time to time be necessary to implement this chapter.
   (b)    Nothing in this chapter shall be construed as affecting any terms, rights or provisions of any collective bargaining agreement now in force with any recognized bargaining agent or any group of the employees of the City or any such agreements which may hereafter be agreed to by such agents and the City.
