Upon certification to the appointing authority from an eligible list or as the result of a promotional examination of the names, addresses and grades of the three persons standing highest on such list, appointment shall be made on or before the commencement of the next regular pay period. Should the number of names certified be less than those provided in Section 3
of this Rule IX, appointment shall nevertheless be made from the lesser number certified.
