An eligible offered an appointment shall, within four days next succeeding the notice of appointment, advise the appointing authority in writing, upon a form (Form No. 5) prescribed by the Commission, of their acceptance or rejection and if they reject the appointment, they shall state the reason for refusing the appointment. Upon failure without just cause to reply to such offer of appointment within the aforesaid four days, they shall be deemed to have declined the appointment. Thereupon the appointing authority shall give notice of such fact to the Commission and the Commission shall certify an additional name or names to replace the names of persons so declining.
If, after having accepted an appointment, an applicant fails to report for duty at the time specified, such applicant may be deemed to have declined the appointment.
